Can I catch them from someone with no symptoms?

Partner has nothing and no itching at all, but I have been diagnosed. Does that mean it did not come from them?

It does not. Itching is an allergic reaction to the bites and it can take a while to develop, so someone can carry them and feel nothing for a period.

They need checking and treating regardless of symptoms, same as with everything else here. Treating one of you and not the other is how this goes in circles.

Also worth saying it is not proof of anything about anyone. They spread by close contact and they can travel through shared bedding, so the detective work is usually a waste of energy.

Get a full screen while you are at it. Lice are their own problem but their presence means there has been the kind of contact where other things travel too.
