Does this mean my partner cheated?

Long relationship, warts appeared last month. I am trying not to jump to conclusions but the thought is there.

Warts appearing now does not date the infection. HPV can sit without any visible sign for a long time, and something ordinary like a period of stress or illness can be what tips it into being visible.

So this is genuinely not evidence of anything. People have ended relationships over exactly this reasoning.

Same conclusion from the other side. Mine appeared four years into a relationship and my partner spent a fortnight quietly certain. It came from before either of us met.

If you want the medical version, ask your clinician directly whether the timing tells them anything. Mine said no, plainly, and that landed better than me repeating it to myself.
